The Republic of Vanuatu corporatised its aviation infrastructure on 1st January 2000, with the formation of a new Civil Aviation Authority (CAA) and Airports Vanuatu Ltd (AVL) .  It provides all aviation services, including airport management, air traffic services, aviation rescue fire fighting, and aviation security for three international aerodromes - Port Vila/Bauerfield, Santo/Pekoa, and Tanna/White Grass.

Airports Vanuatu Limited (AVL) took over from the Government run Department of Civil Aviation in January 2000, when the Government corporatised the Department of Civil Aviation.   
AVL currently generates revenue from both aeronautical and non-aeronautical sources; and it is responsible for the management and maintenance of :

  • Bauerfield International Airport (Port Vila - Efate Island) 
  • Pekoa Airport (Espiritu Santo Island)
  • White Grass Airport (Tanna Island)

AVL also provides Air Traffic Services, Aviation Fire Rescue and Fire Fighting, and Aviation Security. 

Air Traffic Services 

Air Traffic Services (ATS) is responsible for safe Air Traffic Management and publication of aviation information publications. Vanuatu ’s airspace is contained within the Nadi Flight Information Region (FIR).
ATS provide coverage throughout Vanuatu airspace up to Flight Level 245, 000 feet during the published hours of watch of Port Vila ATS.  Outside these hours the airspace reverts to Nadi FIR.

Within Class D controlled airspace, Port Vila Tower provides IFR aircraft with a service that keeps them separated from each other and operating in a safe and efficient environment.

Traffic information is provided with respect to VFR aircraft. Class D controlled airspace covers all of Vanuatu airspace above 9500 feet and also the Control Zone and Terminal Area around Port Vila .

A Flight Information and Alerting Service is provided in the remaining airspace.

Additionally an Aerodrome Flight Information Service is provided in the vicinity of Pekoa /Santo during their published hours of watch.

Due to the limited low level range of VHF, aircraft operating in Vanuatu Airspace are required to be capable of communicating on 6553KHz HF as well as on VHF. 

Fire & Rescue 

AVL maintains a Aviation Rescue Fire Fighting Service (ARRFS) at all three of the countries main International Airports.

AVL meets all ICAO standards and regulations relating to Fire Fighting and Rescue at an international airport.
AVL has in place an Emergency Response Plan which in the event of an aircraft emergency occurring in the vicinity of an airport or a need for Search and Rescue (SAR) operation.  The Emergency Response Plan outlines the roles and responsibilities of each agency in the event of an emergency. 
 
 
Technical Services 
 
Responsible for the installation and maintenance of the following technical equipment to NZ CAA Regulations:

  • Communication Systems
  • Navigation Systems
  • Electrical Systems
  • Meteorological Equipment
  • Rescue and Fire Fighting Equipment
  • Security Equipment
  • Mechanical Equipment
  • Computers, Networks & Internet  
     

 Cargo & Aviation Services 

AVL manages a shared cargo facility at Bauerfield International Airport .  
The cargo terminal facility offers more space and greater capacity to handle certain  tonnes of cargo per year.  
There are opportunities available for freight carriers looking into flying into Vanuatu
